Supporters argue the rule unfairly penalizes immigrants for accessing safety-net programs they are eligible for, and it could deter legal immigrants from seeking needed assistance.

The public charge rule has faced legal challenges from states and advocacy groups, with courts in New York and California issuing injunctions that temporarily blocked its implementation. The Trump administration has appealed those rulings.

The Protect American Values Act is unlikely to pass the Republican-controlled Senate, but Democrats are using it to highlight their opposition to the administration's immigration policies ahead of the 2020 elections. The bill has been referred to the Senate Judiciary Committee and the House Judiciary Committee.
