The event was organized by Tamils of Northern California (TNC), a community group that began informally in the San Francisco Bay Area in the early 1980s.

TNC was incorporated as a non-profit corporation in 1994 and received federal non-profit status from the IRS in 1996.

The organization continues to host cultural and community events for the Tamil diaspora in Northern California.
